The mission of E.K.A.P.Y. (National Central Health Procurement Authority)
EKAPY, according to Law 4865/2021, has a key role to ensure that all hospitals and public health institutions in the country have the materials, products and services they need.
More specifically:
- Organizes and coordinates the markets for health products and services (e.g. medical equipment, medicines)
- Takes care of the receipt, storage and distribution of materials to hospitals and health services
- Monitors and controls how these materials are used
- Designs and conducts tenders for central procurement and signs the relevant contracts
- It supports health agencies so that procurement is done correctly and transparently.
- It uses electronic systems and registers to keep track of all stages of procurement.
- It promotes new technologies and innovative materials in the public health system.
- It participates in European and national projects, undertaking the implementation of actions and programs.
- It disseminates good practices and cooperates with international organizations.
Its core responsibilities include:
- The management of electronic procurement and contract registers
- The drafting of tender terms and the monitoring of contracts
- Support in emergencies with rapid availability of materials
- The monitoring of payments to suppliers
- The cooperation with the Ministry of Health and other bodies for the implementation of projects
- The preparation of studies and research for the better organization and management of procurement.
In short, EKAPY acts as the main “organizer” that ensures that the health system has what it needs, with proper planning, control and transparency.

Purpose
The purpose of EKAPY is none other than to ensure the implementation of central Procurements in the field of Health.
The main objective is the coordination and conduct of central procurement, receipt, storage and distribution of health products, materials and services, the monitoring and control of the consumption of materials in the field of public health services, the central strategic and operational planning of the economic and supply cycle of the supply, receipt, storage and distribution of materials, products and services of the health system, etc. the execution or implementation of projects for the improvement of all health services in the context of the implementation of co-financed programs by the European Union or the European Economic Area, by international programs and by the National Development Program, as well as national programs, as well as the support of the Ministry of Health and its supervised bodies for the execution of the projects as an executive implementation arm.
