Carrier Support

The National Central Health Procurement Authority (EKAPY), within the framework of its responsibilities as defined by Law 4865/2021, provides staff and technical support to the Ministry of Health and its supervised bodies, at all stages of planning, preparation and monitoring of projects and supplies. This support includes:

  • Guidance in the formulation of technical specifications for supplies and projects, in accordance with national and European standards.
  • Support in planning and documentation of needs and budgets for each project or procurement.
  • Ensuring transparency, legality and compliance with applicable legislation and public procurement procedures.
  • Monitor the implementation of projects and supplies, ensuring that schedules and budgets are adhered to.

Standard documents

EKAPY develops, updates and makes available standard technical, administrative and procedural documents for use by contracting entities.
These standards aim to:

  • the harmonisation of procedures;
  • enhancing legal certainty and transparency;
  • facilitating the comparability and evaluation of procurement.

Standardisation of processes is a key tool for achieving economies of scale and ensuring uniform quality standards.

Trainings and Seminars

EKAPY designs and implements education , training and skills development programs for the executives of the contracting authorities in the health sector. The programs focus on:

  • improving knowledge of the institutional framework of public procurement,
  • the proper use of procurement information systems,
  • inventory and supply chain management;
  • strategic procurement best practices.

Through training, professional competence is promoted and the administrative capacity of institutions is strengthened.

Circulars and Instructions

EKAPY issues circulars, guidelines and information notes with the aim of uniformly implementing the institutional framework of procurement in the health sector. The circulars contribute to:

  • clarifying procedural issues;
  • the continuous information of the bodies on legislative changes,
  • the alignment of practice with the principles of transparency, accountability and good administration.

Systematic communication through circulars enhances institutional cohesion and effective cooperation with supervised entities.
